Problems with VAT Validator

The validator doesn’t work, both in my admin panel (in Taxes–>EU VAT Settings) and in the checkout page for customer. I tried with different Vat numbers but it still give me the error, even if all the vat numbers I tried where corrects.
What’s thr problem?

Also, is your site in maintenance mode? If so, have you tried without?
