Is it accurate to say that a listing subscription will only be activated after the first invoice is paid??

In other words, a second invoice will not be generated unless the first is paid??

Yes, that is correct. The subscription will not be set up correctly until the first invoice is paid, and therefore the subscription only starts running when the first invoice is paid.
